Nigeria Revenue Service takes over mineral royalty collection

The Nigeria Revenue Service (NRS) has officially assumed responsibility for the collection of mineral royalties from mining sector operators, following reforms introduced under the Nigeria Tax Laws 2025.
The Ministry of Solid Minerals Development, however, will continue to provide technical and regulatory oversight of the sector.
The new arrangement was agreed during a meeting between the Minister of Solid Minerals Development, Dele Alake, and the Chairman of the NRS, Zacch Adedeji, held in Abuja on April 2, 2026.
According to a joint statement issued by both institutions, the transition, which took effect on January 1, 2026, is in line with newly enacted tax laws that mandate the NRS to administer all federally collectable revenues.
Under the framework, the Ministry will serve as a technical partner, providing mineral pricing data, geological information, and industry coordination to support the royalty administration process.
Both institutions have pledged to collaborate closely to ensure a smooth implementation of the new system, while keeping mining operators adequately informed.
As part of the rollout, a nationwide sensitisation programme will be conducted to guide operators on royalty filing and payment procedures in accordance with the new laws.
The reforms will also introduce a modern, end-to-end digital system for royalty administration, alongside regular joint technical sessions to address operational challenges.
Authorities say the new framework is designed to enhance transparency, improve revenue mobilisation, and support the growth of Nigeria’s solid minerals sector.
Mining companies have been urged to comply with the new requirements and actively participate in the upcoming sensitisation initiatives.
