Rwanda orders mining operators to tighten safety measures ahead of heavy rains

The Rwanda Mines, Petroleum and Gas Board (RMB) has directed mining operators across the country to strengthen safety measures ahead of forecast heavy rainfall associated with an expected unusual El Niño season.

In a notice issued on September 9, 2026, the RMB said forecasts from Meteo Rwanda indicate that the country is expected to experience heavy rainfall beginning in September.

The Board warned that the anticipated weather conditions could increase the risk of accidents at mining operations and directed all licence holders to take additional preventive measures.

Among the requirements, mine operators must install proper roofing or covering over mine shafts and entrances to prevent conditions that could lead to accidents.

Mining operations technicians are also required to inspect working areas before work begins each day and prepare daily inspection reports for retention at company or cooperative offices for further inspection.

The RMB further directed that all workers wear appropriate personal protective equipment (PPE) while on duty.

For underground operations, the Board requires all mine workings to have at least two exit routes. Mines that do not meet this requirement have been directed to suspend operations during the rainy season.

Operators without a standby rescue team have also been instructed to establish one.

The notice requires mining companies and cooperatives to immediately report hazards that cannot be eliminated and could cause accidents to the relevant authorities so that preventive measures can be taken.

Such areas must be closed and clearly marked with warning signs to prevent access.

The RMB has additionally instructed operators to conduct a comprehensive daily risk assessment of their mines and implement safety measures consistent with occupational health and safety standards for mines approved by the Rwanda Standards Board.
