OPEC Fund and AfDB expand co-financing framework

President of the OPEC Fund for International Development, Dr. Abdulhamid Alkhalifa, has paid a working visit to Côte d’Ivoire to strengthen strategic cooperation with the African Development Bank Group (AfDB) and the Arab Coordination Group (ACG), aimed at advancing sustainable development efforts across Africa.
The visit featured two major milestones. The first was the AfDB–OPEC Fund Partnership Day, which brought together senior leadership from both institutions to align priorities and deepen collaboration.
During the engagement, Dr. Alkhalifa and AfDB President Dr. Sidi Ould Tah signed an amendment to an existing Memorandum of Understanding (MoU), reinforcing cooperation in public and private sector operations, co-financing arrangements, and knowledge exchange.

The second milestone was a High-Level Consultation Meeting, during which the Arab Coordination Group and the African Development Bank Group formally launched a Structured Strategic Partnership to Scale Co-Financing and Investment in Africa.
The partnership was sealed through a Joint Declaration, with the institutions agreeing to establish a common platform to support large-scale co-investments aligned with Africa’s economic development priorities.

On the margins of the meetings, Heads of Institutions of the Arab Coordination Group held discussions with Côte d’Ivoire’s leadership. The delegation was received by Vice President Tiémoko Meyliet Koné and Prime Minister Robert Beugré Mambé.
Speaking on behalf of the Arab Coordination Group, Dr. Alkhalifa outlined the outcomes of the High-Level Consultation Meeting and reaffirmed the Group’s readiness to work closely with the African Development Bank and other partners to advance Côte d’Ivoire’s development priorities.
He noted that implementation of agreed initiatives is expected to begin immediately.
The visit underscored growing collaboration between Arab and African development finance institutions as they seek to mobilise resources and deliver concrete development outcomes across the continent.
