The Ministry of Lands and Natural Resources has upheld the outcome of a competitive tender process for the Damang Mining Lease, approving Engineers and Planners Ltd (E&P) as the successful bidder.

In a statement issued on Tuesday( April 7), the Ministry announced that it had received and reviewed the report of the Tender Committee established by the Minerals Commission under the Minerals and Mining (Licensing) Regulations, 2012 (L.I. 2176).

According to the statement, the Commission recommended the award of the lease to E&P after the company emerged as the highest-scoring bidder based on the applicable evaluation criteria. The Minister for Lands and Natural Resources, Emmanuel Armah-Kofi Buah, subsequently approved the recommendation and directed the Commission to take all necessary regulatory steps to give effect to the decision.

The Ministry indicated that E&P satisfied all mandatory requirements outlined in the tender notice, including proof of financing exceeding the minimum threshold of $500 million. The company also demonstrated the technical expertise and operational experience required to manage the Damang Mine, along with proposals aimed at extending the mine’s lifespan by more than ten years.

A total of four companies submitted bids by the March 31, 2026 deadline. These were Vortex Resources Mining Group, Engineers and Planners Ltd, Heath Goldfields Ltd, and Maripoma Mining Services Ltd.

Following an initial compliance review, only E&P and Heath Goldfields Ltd met the mandatory submission requirements. Vortex Resources Mining Group and Maripoma Mining Services Ltd were disqualified for failing to provide the necessary documentation.

Subsequent technical evaluation further narrowed the field, as Heath Goldfields Ltd did not meet the minimum qualifying score of 80 percent. As a result, its financial proposal was not considered, leaving E&P as the sole responsive and technically qualified bidder.

The Ministry commended the Minerals Commission and the Tender Committee for their work on what it described as a critical national assignment. It also reaffirmed government’s commitment to ensuring that the Damang Mine continues to contribute meaningfully to Ghana’s economy.

The Commission has now been tasked with completing the regulatory processes required to formalize the award.
