Sierra Leone and Senegal have signed a landmark cooperation agreement on mining and energy, aimed at strengthening bilateral ties and promoting sustainable development in both sectors.

The agreement was signed by Sierra Leone’s Minister of Mines and Mineral Resources, Julius Daniel Mattai, during the Dakar International Forum on Peace and Security in Africa.

It is expected to enhance collaboration between the two countries through increased investment, technical knowledge exchange, and joint efforts to develop their extractive and energy industries responsibly.

The signing took place on the sidelines of the high-level forum, where Sierra Leone’s President, Julius Maada Bio, delivered a keynote address outlining what he described as the “Dakar Doctrine.” The approach emphasizes prevention over intervention as a key strategy for ensuring long-term peace and stability across the continent.

President Bio called for a shift toward proactive security measures, including stronger regional cooperation through institutions such as ECOWAS and the African Union.

He also stressed the need for increased investment in youth development, good governance, and early warning systems to address the root causes of conflict before they escalate.

The cooperation treaty is seen as part of broader efforts by Sierra Leone to strengthen regional partnerships and support economic transformation through the responsible development of natural resources.

It also highlights the country’s growing role in promoting African-led solutions to peace, security, and sustainable development.
