Zambia’s Minerals Regulation Commission begins review of mining licence applications

The Minerals Regulation Commission (MRC) Mining and Non-Mining Rights Licensing Committee has commenced sittings to review and consider applications for various mining and non-mining rights submitted to the Commission.
The Committee, established under the Minerals Regulation Commission Act No. 14 of 2024, is tasked with ensuring that the administration of mineral rights in Zambia is conducted in a transparent, efficient, professional, and accountable manner. Its mandate is central to regulating the mining sector in line with national laws while safeguarding the country’s mineral resources for the benefit of citizens.
According to the Commission, the licensing process remains a key entry point for responsible investment and sustainable mineral development as Zambia continues to position mining as a major driver of economic transformation. The process is designed to promote fairness, consistency, and integrity in the allocation of mineral rights, while also strengthening investor confidence in a credible, rules-based regulatory system.
The Commission emphasized its commitment to facilitating legitimate investment in the sector, while ensuring that mineral development contributes to national development priorities, including environmental protection, job creation, and local economic empowerment.
It further assured stakeholders that the Licensing Committee will carry out its duties with high standards of professionalism, impartiality, and accountability, strictly guided by the law and principles of good governance.
The Board of the Minerals Regulation Commission expressed appreciation for the continued cooperation of stakeholders, noting that collective efforts are essential to unlocking the full potential of Zambia’s mining sector for inclusive and sustainable development.
