Zambia Unveils National Critical Minerals Strategy

The Ministry of Mines and Minerals Development says Zambia is positioning itself to benefit from the growing global demand for critical minerals, driven by the clean energy transition and advanced manufacturing industries.
Permanent Secretary Dr Hapenga Kabeta said the government is implementing a National Critical Minerals Strategy (2024–2028) aimed at promoting industrialisation, job creation, value addition and sustainable economic growth.
Speaking during a high-level multi-stakeholder dialogue, Dr Kabeta explained that the strategy includes enhanced geological mapping and mineral exploration through ongoing geophysical and aerial surveys designed to improve geological data and attract investment.
He added that the government is also promoting strategic partnerships between the public and private sectors, including the Zambia-DRC Battery Minerals Initiative supported by the African Development Bank.
Natural Resource Governance Institute (NRGI) Africa Director, Nafi Quarshie, said Zambia is taking important steps to maximise value from its vast mineral resources.
She noted that the strategy provides a coordinated framework to implement beneficiation policies and unlock greater economic benefits.
Ms Quarshie added that strong governance systems are essential for attracting quality investment and ensuring mineral wealth translates into jobs and improved livelihoods.
Meanwhile, Centre for Trade Policy and Development Executive Director Isaac Mwaipopo said the dialogue was timely, as it would contribute to the development of the Ninth National Development Plan and the 2027 National Budget.
