Zambia cuts court delays to stabilise mining industry, says Kabeta

Mines and Minerals Development Permanent Secretary, Dr. Hapenga Kabeta, says the Zambian government’s policy direction under President Hakainde Hichilema to ensure that mining disputes are not prolonged through court processes has significantly improved stability in the sector.
Dr. Kabeta says the move has created a more predictable and investor-friendly environment, allowing mining companies to focus on production rather than legal battles.
Speaking at the Zambia Trade and Investment Forum held in Pretoria , the Permanent Secretary noted that the policy has already begun yielding positive results.
He explained that a number of mining firms that were previously on the brink of closure due to prolonged disputes and operational uncertainties have since resumed operations.
Dr. Kabeta added that the revival of these operations is contributing to Zambia’s ambitious target of producing 3 million tonnes of copper annually, a key goal aimed at strengthening the country’s economic growth and global competitiveness in the mining industry.
He further highlighted that the establishment of the first-ever Mines Appeals Tribunal is a clear demonstration of government’s commitment to resolving disputes within the sector in a timely and efficient manner.
Dr. Kabeta said the tribunal provides a structured platform for addressing grievances, reducing delays, and enhancing confidence among both local and international investors.
He reaffirmed government’s dedication to creating a stable, transparent, and accountable mining sector that supports long-term investment and sustainable development.
